Shelia Davis was born in Portsmouth, Virginia and has remained a Portsmouth resident to the present time.  She graduated from I.C. Norcom High School. 

She worked at the former General Electric Plant, Suffolk and Maryview Hospital before becoming a federal government employee in 1977 at the Naval Guided Missiles School, Dam Neck. In 1989, Ms. Davis came to the Norfolk State University Army ROTC battalion and simultaneously continued her education in Early Childhood Education.

She has received several promotions and awards and recently celebrated 30 years of government service.
